DIVERSION PROGRAM OFFICER

In September of 1996, the Geneva Police
Department began our Juvenile Diversion Program. Juveniles involved in first
time or minor delinquent or unruly acts are given the opportunity to participate
in an alternative diversion program, in lieu of being cited into the juvenile
court system.
OBJECTIVE
The objective of the diversion program is to:
- Reduce the delinquent or unruly behavior.
- Divert the juvenile from entering the
juvenile justice system.
- Attempt to identify problems or reasons why
the juvenile may be acting delinquent or unruly.
- Act as a clearinghouse for the juvenile
offender and/or family
OFFENDER
How to identify the juvenile offender to be placed into the program:
- Delinquent or unruly acts of the juvenile.
- Reports from parents, schools, or others.
- Increase in police reports concerning the
juvenile and/or family.
- Referral of juvenile court.
DIVERSION
Each Juvenile enrolled in the diversion program will be required to
complete some, if not all of the below requirements:
- Restitution if any must be paid. If the
delinquency or unruly act results in the loss of property or services the
juvenile is responsible for the amount of the loss.
- Research paper to be completed. A three (3)
page research paper pertaining to the offense committed will be completed.
- Attend a class type setting for intense
education.
- Comply with parents responsibility
requirements. The juvenile's parents will complete a responsibility
requirement form listing the rules/responsibilities of the child at home and
the consequences for failing to comply with those rules.
- Weekly school evaluation reports. The
juveniles will be responsible for keeping and turning in a weekly school
evaluation form.
- Attend counseling services. If there is an
apparent need for counseling services including, but not limited to, drug
and/or alcohol abuse, counseling services will be recommended and a referral
made to a specific agency.
- Abide by all local, state, and federal law.
- Daily activity log.
- Attend weekly diversion meetings.
Failure to complete any or all required
assignments will result in the juvenile failing diversion program. If a juvenile
fails the diversion program the original citation/charge is forwarded to
Ashtabula County Juvenile Court and the Ashtabula County Prosecutor's Office.
LENGTH
The diversion program is a minimum of three (3) months (12 weekly
meetings). If the juvenile offender complies with all elements (the program and
their attitude concerning the offense is positive they will pass the program).
If additional time in the program is needed, the juvenile offender will continue
on a month by month basis.
HOUSE ARREST
The juvenile offender can be placed under house arrest for violating
rules of the diversion program. If a juvenile is placed under house arrest
he/she is not permitted outside of their home for the house arrest period.
Additional rules apply while the juvenile is under house arrest.
